The Adventist Development and Relief Agency (ADRA) is a global humanitarian organization of the Seventh-day Adventist Church. With operations in over 130 countries, ADRA provides relief and development assistance to vulnerable communities regardless of ethnicity, political affiliation, or religion.
ADRA Kenya is seeking a qualified Consultant to Conduct an Environmental Impact Assessment (EIA) for a borehole project in Turkana County. This role requires a skilled professional with proven expertise in environmental assessments, compliance with Kenyan environmental regulations, and strong engagement with local communities.
Scope of Work
The consultant will be responsible for ensuring a comprehensive Environmental Impact Assessment (EIA) is conducted. Key tasks include:
- Project Assessment: Provide a clear and detailed description of the proposed borehole project, including location, depth, intended water abstraction rate, drilling methods, and infrastructure requirements.
- Policy and Regulatory Review: Review all applicable environmental laws and policies, including the Environmental Management and Coordination Act (EMCA) and the Water Act, and outline compliance requirements at each project phase.
- Baseline Data Collection: Gather environmental and social data, including hydrogeology, water quality, biodiversity, land use, and socio-economic conditions.
- Impact Identification: Assess potential environmental and social impacts during construction, operation, and decommissioning phases, with particular attention to marginalized adolescent girls, women, and children under five.
- Mitigation Measures: Develop an Environmental and Social Management Plan (ESMP) with strategies for minimizing negative impacts such as water abstraction, waste management, and noise control.
- Monitoring Plan: Propose a robust monitoring system to ensure adherence to mitigation measures.
- Alternatives: Present potential project alternatives, including alternative sites or methods.
Desired Study Approach and Methodology
The consultant should employ participatory and scientific approaches, integrating hydrogeological assessments, field surveys, stakeholder consultations, and technical analysis to inform decision-making.
Key Qualifications and Experience
Applicants must demonstrate:
- Registration and licensing as an EIA Expert by the National Environmental Management Authority (NEMA).
- Proven experience in conducting EIAs in Kenya, preferably in Turkana County.
- Strong knowledge of the socio-economic context of Turkana and ability to engage local communities respectfully.
- Skills in designing and implementing surveys, interviews, and assessments.
- Sensitivity to indigenous cultures and intersecting identities in remote or resettlement areas.
- Excellent communication and reporting skills.
