The International Centre of Insect Physiology and Ecology (icipe) is a pan-African Centre of excellence in research for development and capacity building in insect science and its applications. The organisation’s mission is to alleviate poverty, enhance food and nutritional security, and improve the overall health of communities in the tropics.
icipe is seeking a dedicated Programme and Administrative Officer to support programme management, administration, budgeting, and partnership coordination under the office of the Deputy Director General – Research for Development (DDG-R4D). This role is crucial to ensuring effective implementation of research excellence, donor reporting, and operational efficiency.
Key Responsibilities
Programme Management and Coordination

Assist the DDG-R4D in implementing research and partnership activities to ensure timely execution and reporting.

Review technical proposals, project progress reports, and documents prior to submission to donors.

Monitor project outputs and deliverables, addressing delays or risks.

Ensure timely submission of inputs for high-quality reports and workplans.
-
Maintain relationships with institutional partners, governments, and scientists.

Support institutional capacity building and research compliance.

Document activities during official missions and partner visits.

Assist in organising Governing Council meetings, technical committees, and preparation of official documents.

Mentor junior colleagues and provide technical feedback.
Budget Coordination

Prepare and monitor the DDG-R4D office budget.

Track financial transactions, expenditures, and support budget revisions.

Collaborate with Research Programme Managers, Officers, and Accountants to ensure timely financial reporting to donors.
Programme Administration

Manage office duties, calendars, filing systems, and programme linkages.

Organise internal and external meetings, workshops, and seminars.

Draft presentations, speeches, and reports for meetings.

Provide travel and logistical support, including processing advances and verifying expense reports.

Ensure coordination with the Director General and Corporate Services offices.
Qualifications and Requirements

Bachelor’s degree in Business Administration or related field.

2–3 years of proven experience in administration, programme management, or donor-funded project coordination.

Strong background in budgeting, financial monitoring, and reporting.

Experience working in an international organisation or multi-stakeholder environment.

Familiarity with project development and implementation.

Excellent written and spoken English.

Proficiency in MS Word, Excel, and PowerPoint.

Strong organisational, negotiation, problem-solving, and stakeholder engagement skills.

Ability to work independently in a fast-paced environment with strict deadlines.

Willingness to work long hours and travel when required.
