IEBC Job Descriptions and Requirements
1. Presiding and Deputy Presiding Officer
Duties:
-
Overall in charge of polling station operations.
-
Supervise polling activities, manage clerks, and ensure law and order.
-
Ensure KIEMS kits and power banks are charged and functional.
-
Distribute materials, open and close polling, and oversee transmission of results.
-
Safely return election materials to the Constituency Returning Officer.
Requirements:
-
Kenyan citizen of high integrity, non-partisan.
-
Degree/Diploma from a recognized institution.
-
Computer literacy and good communication/report writing skills.
-
Must be resident in the constituency/ward applied for.
-
Available for the entire election period.
Wages:
-
Presiding Officer: Kshs. 2,000 per day.
-
Deputy Presiding Officer: Kshs. 1,800 per day.
2. Voter Registration Clerk – Huduma Centre
Duties:
-
Operate biometric registration kits.
-
Verify applicant eligibility and assist with registration forms.
-
Ensure safe custody of equipment and daily reporting of data.
-
Uphold confidentiality and serve all applicants courteously.
Requirements:
-
Kenyan citizen, 19 years and above.
-
Minimum KCSE C- (minus).
-
Computer literacy; Diploma in ICT/Statistics/Education/Business Administration an added advantage.

Integrity, accountability, and confidentiality.
Wages:
-
Kshs. 1,500 per day.
3. Ward-Based Voter Educator
Duties:
-
Distribute and disseminate voter education materials.
-
Conduct voter education in the ward.
-
Liaise with stakeholders and monitor voter education activities.
-
Prepare weekly reports.
Wages:
-
Ward-based: Kshs. 1,500 per day.
-
Constituency: Kshs. 2,000 per day.
-
County: Kshs. 2,500 per day.
4. Polling Counting Clerk
Duties:
-
Assist with polling station setup and queue management.
-
Identify voters, issue ballot papers, and assist with vote sorting.
-
Perform duties assigned by Presiding Officer.
Requirements:
-
Kenyan citizen of integrity, non-partisan.
-
KCSE C- and above.
-
Resident of constituency/ward applied for.
-
Available for the election period.
Wages:
-
Kshs. 1,000 per day.
5. ICT Clerk
Duties:
-
Provide ICT support at tallying centers.
-
Configure and test KIEMS kits.
-
Support Presiding Officers and clerks.
-
Perform data backup/restoration.
-
Train election officials in ICT use.
Requirements:
-
Diploma in ICT or related field.
-
ICT Certification (MCSE, CCNA) an advantage.
-
At least 2 years’ ICT support experience.
-
Computer hardware, network, and software skills.
-
Resident in constituency/ward applied for.
Wages:
-
Kshs. 1,500 per day.
6. Support Electoral Trainer (SET)
Duties:
-
Assist in training Presiding Officers, Deputies, and Clerks.
-
Prepare training venues and materials.
-
Supervise training at local levels.
-
Compile training reports.
Requirements:
-
Degree/Diploma from a recognized institution.
-
Computer literacy and proven training skills.
-
Ability to manage people.
-
Must be resident in constituency/ward applied for.
Wages:
-
Kshs. 2,000 per day.
7. Logistics Officer
Duties:
-
Plan and coordinate distribution of election materials.
-
Arrange transport of materials to polling stations.
-
Maintain records of all materials received, distributed, and retrieved.
Requirements:
-
Degree/Diploma in relevant field.
-
Computer literacy and strong organizational skills.
-
Knowledge of logistics, geography, and terrain of constituency/ward.
-
Resident in constituency/ward applied for.
Wages:
-
Kshs. 1,500 per day.
8. Voter Educator
Duties:
-
Conduct voter education at county, constituency, and ward levels.
-
Engage stakeholders and mobilize communities.
-
Map and engage media, CSOs, CBOs, and religious organizations.
-
Train and supervise ward-based voter educators.
-
Compile voter education and stakeholder reports.
Requirements:
-
Resident of respective county/constituency/ward.
-
Diploma in Social Sciences, Project Management, or related field.
-
Minimum 3 years’ experience in voter education, social work, or mobilization.
-
Strong knowledge of community dynamics, governance, and democracy.
-
Computer literacy and strong report writing skills.
