IOM Opens Applications for Climate Finance Development Consultant Role in Cairo to Strengthen Climate Resilience Across MENA
The International Organization for Migration (IOM) has announced a new opening for the Climate Finance Development Consultant position, based in Cairo, Egypt. This consultancy aims to support IOM’s climate action strategy by advancing access to climate finance across the Middle East and North Africa (MENA) region — one of the most climate-vulnerable areas in the world.
About the Role
The Climate Finance Development Consultant will play a key role in helping IOM and its Member States identify funding opportunities for climate-related mobility, resilience, and adaptation projects. The consultancy directly supports IOM’s engagement in global climate finance mechanisms ahead of the COP30 UN Climate Change Conference in Brazil.
The selected consultant will also contribute to IOM’s ongoing work with major international climate funds, including the Green Climate Fund (GCF), Global Environment Facility (GEF), Adaptation Fund, and the Fund for Responding to Loss and Damage (FRLD).
Key Responsibilities
The consultant will:
- Conduct a regional climate finance mapping exercise to identify potential funding sources and partners.
- Develop concept notes and project proposals for at least three MENA countries, focusing on migration, displacement, and climate adaptation.
- Support IOM Country Missions to strengthen technical capacity and engagement with national climate finance processes.
- Deliver a regional strategy and action plan to position IOM as a key actor in climate mobility finance.
Each deliverable will be evaluated and compensated upon completion and approval.
Qualifications and Experience
- A Master’s degree in Economics, Environmental Studies, Climate Policy, Social Sciences, or a related field (with at least five years of relevant experience).
- Proven record in developing successful funding proposals for climate finance mechanisms such as GCF, GEF, or Adaptation Fund.
- Familiarity with UNFCCC processes, climate mobility, and displacement policy.
- Experience working in MENA or similar climate-vulnerable regions is an advantage.
- Strong analytical, writing, and communication skills in English; knowledge of Arabic or French is desirable.
