Tasks and duties:
Planning / Development (30%):
- Update and oversee country MEAL strategy based on analysis and learning with ability to contribute MEAL objectives and approach to overall country strategy.
- Ensure Head Office policy, guidelines and frameworks are incorporated into country level MEAL activities
- Support and contribute to the development of a data management system through documentation, implementation and coordination of standardized information flow of MEAL activities and reporting, in line with WHH (humanitarian) policies and procedures (digital data collection methods).
- Participate in programme design and proposal discussions, including support on theory of change development, logframe design, and budgeting for MEAL.
Programme Support (50%):
- Provide leadership and support in planning and standardizing MEAL across the response.
- Oversee the development and application of data collection tools, methodologies and plans that can foster an adaptive programme capacity to emergency context changes.
- Work with the MEAL departments of local partners to ensure effective monitoring systems and tools are in place which address indicators set out in partnership agreements. Provide technical advice and support where needed.
- Promote a learning culture by leading structured reflection processes, evaluations, and evidence synthesis to inform programme design and adaptive management. Ensure that monitoring data are fed into management decisions and used in programme management.
- Support the recruitment of new MEAL staff in country and field offices; line-manage these staff and provide capacity building and training for new
staff on MEAL technical and conceptual areas.
- Coordinate MEAL activities, tools, and standards across consortiums in which WHH is a partner or lead, ensuring consistency, data quality, and joint learning.
- Lead the design and strengthening of accountability systems, including community feedback and complaints mechanisms, ensuring accessibility, confidentiality, and responsiveness.
- Ensure feedback and complaints are analyzed and used to improve programme quality and inform management decisions.
- Ensure data protection protocols are in place and respected across MEAL activities, in line with organizational policies and ethical standards.
- Explore and promote the use of innovative MEAL technologies and data visualization tools to improve data use and accessibility.
Management and Communication (20%):
- Liaise with peer organisations and MEAL staff in partner agencies to facilitate lessons learned and coordination.
- Support Head of Programme with technical decisions and communication with third party actors and consultants.
- Ensure MEAL representation in relevant inter-agency coordination mechanisms, including the Assessment and Analysis Working Group, to contribute to harmonized approaches and information exchange.
- Promote safety awareness and environmental consciousness and comply with all applicable safety and environmental procedures and regulations.
- Comply with labor discipline, labor protection and safety rules, fire-prevention requirements, industrial sanitation and labor hygiene rules, Safety, and Environmental regulations and guidelines.
Specific Knowledge:
- Experience with large cash-based programming and food security and livelihoods monitoring / evaluation processes.
- Experience working with or through local implementing partners, including capacity strengthening on MEAL systems and tools.
- Proven experience in line management, mentoring, and performance development of MEAL staff.
- Thorough experience with and knowledge of principles and current approaches to monitoring and evaluation in relief programs, using both quantitative and qualitative methods.
- Understanding of data and information needs for program management and decision making.
- Experience in facilitating the capacity building efforts of diverse colleagues, including local partner agencies.
- Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods.
- High level in English language proficiency spoken and written.
- Ability to work under pressure, independently and with limited supervision.
- Good communication and coordination skills.
- Proficiency in Microsoft Office Suite, especially Excel and PowerPoint.
- Experience in working with Red Rose, ODK, CommCare and PowerBi is an asset.
- Familiarity with data analysis software (e.g., Power BI, SPSS, R, or Stata) is an asset.
- Knowledge of UN system, experience with field level coordination with UN organisations, INGOs, main relief donors.
- Knowledge of labor discipline, labor protection and safety rules, fire-prevention requirements, industrial sanitation and labor hygiene rules.

- Violation of labor discipline, labor protection and safety rules, fire-prevention requirements, industrial sanitation and labor hygiene rules.
Qualification Requirements for the Employee:
- At least 3 years’ experience in an international NGO preferably in an emergency or post-conflict setting, including MEAL capacity and systems development.
- Graduate degree in directly related field, such as international development, social data science, etc.
