Home-Based / Nairobi – April 16, 2026 – The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) has announced a call for a Country Program Evaluation (CPE) Consultant to assess its Kenya Country Office Strategic Note for the period 2022–2027.

This high-profile, home-based consultancy offers a 6-month contract and requires the successful candidate to be fluent in both English and Kiswahili. The application window is extremely tight, closing on April 23, 2026, at 6:59 AM (presumably UTC-5/EST).

With a new Strategic Note due to be developed starting January 2027, this evaluation is not merely a retrospective exercise—it is a foundational document that will shape UN Women’s programming in Kenya for the subsequent five years.

The portfolio under review has an estimated budget of USD 58.15 million and addresses Kenya’s most persistent gender gaps, including:

  • Low women’s political representation (currently 23% in parliament).

  • High informal sector employment among women.

  • Recurring climate-induced humanitarian crises within a devolved governance system.

Seven Core Objectives of the Consultancy

The consultant will assess the Strategic Note against UN Women’s Evaluation Policy and UNEG Norms. Key objectives include:

  1. Relevance & Alignment: Assessing alignment with international agreements (Vision 2030, UNSDCF).

  2. Effectiveness & Efficiency: Measuring progress toward gender equality results.

  3. Strategic Positioning: Improving programmatic design, partnerships, and financing for a lower-middle-income country context.

  4. Human Rights Integration: Analyzing how gender and human rights principles are embedded in design and implementation.

  5. Lessons Learned: Identifying scalable good practices and innovations.

  6. Synergies: Evaluating how the office balances its three mandates (normative, coordination, operational).

  7. Actionable Recommendations: Providing direct inputs for the next Strategic Note (2027 onward).

Methodology

The evaluation will employ a non-experimental, theory-based approach using contribution analysis. The consultant will conduct:

  • Portfolio & Financial Analysis of the Development Results Framework (DRF).

  • Evaluability assessments of the existing Theory of Change.

  • Surveys and Interviews with UN Women personnel, UNCT partners, civil society, and government stakeholders.

  • Two in-depth case studies (selected during the inception phase).

  • Data disaggregation by sex, age, geography, ethnicity, disability, and migratory status.

Work Arrangement & Deliverables

  • Location: Home-based with field travel to project implementation locations in Kenya.

  • Timeline: 26 weeks total (approx. 6 months).

  • Key Deliverables: Inception report (with validation), data collection tools, draft report for review, final report, and an oral brief.

  • Expected Limitation: The budget is lower than standard UN recommendations, necessitating a mix of remote and in-person data collection.

Required Qualifications

Education:

  • Master’s degree in Gender/Women’s Studies, Sociology, International Development, or related field (5 years experience).

  • OR a Bachelor’s degree with 7 years of experience.

  • A project management certification (PMP, PRINCE2, MSP) is an advantage.

Experience:

  • Minimum 5 years of progressively responsible experience designing gender-responsive evaluations.

  • Proven experience with Kenya’s development context.

  • Expertise in qualitative AND quantitative evaluation methods.

  • Experience with web-based ERP systems (Oracle Cloud preferred).

Languages (Critical):

  • Fluency in English AND Kiswahili is required.
